Bishop Designate Dr. Ann Elizabeth Coles II

Prior to entering full-time ministry, Bishop-Elect Ann served for 15 years with the United States Patent and Trademark Office as a Legal Instrument Examiner in Patent Technology Center 3600. During her federal career, she also served as an Equal Employment Opportunity (EEO) Counselor, assisting in the resolution of workplace disputes between management and employees. She later served as a Union Representative, advocating on behalf of employees and promoting fair workplace practices. 

In 2006, she retired from federal service. This transition allowed her to devote additional time to raising her son, caring for her late parents, and pursuing the call to ministry and community service that had continued to grow throughout her life.

Ministry Calling and Leadership

In 2007, Bishop-Elect Ann officially embraced her ministerial calling. She initially attended the National Church of God Bible College before continuing her studies in psychology and theology. As her ministry developed, her work increasingly incorporated spiritual, emotional, physical, relational, and practical dimensions of outreach to individuals and families. Her ministry development increasingly reflected her belief that effective outreach must address the whole person—recognizing the interconnected spiritual, emotional, physical, relational, and practical needs of individuals and families. 

In January 2017, under the leadership of Archbishop Prelate Keith Wright, she was installed as Senior Pastor of Kingdom Life Outreach Center Ministries. In 2020, Dr. Coles was elevated to the office of Overseer, recognizing her expanding responsibilities in ministry leadership and service. Her official investiture as Overseer took place on September 12, 2020. 

On May 7, 2020, she was awarded honorary Master of Ministry and Doctor of Ministry degrees by Miracle Fellowship Gospel Ministries, Inc. She was also appointed Second Assistant Apostle over Commencement and Ordination Services and has served as a DMV Faculty Professor in Ministry, Community and Global Outreach Evangelism, Psychology, and Social Change. 

These experiences helped shape Bishop-Elect Ann's leadership beyond the traditional role of congregational ministry. Her work increasingly became centered on developing leaders, strengthening ministry capacity, building relationships, and creating opportunities for ministry to reach people beyond the walls of the church. 

Episcopal Leadership

In July 2026, Bishop-Elect Ann entered a new chapter of ecclesiastical leadership through Liberty Fellowship International, Inc.

Through an Episcopal Bull of Intent issued by the Office of the Presiding Bishop, the fellowship formally proclaimed its intention to consecrate The Right Reverend Ann Coles II to the episcopacy as a Bishop in the Church of Our Lord Jesus Christ. The proclamation recognizes her calling, character, service, and fitness for episcopal office and formally identifies her as Bishop Designate during the period leading to Episcopal Consecration.

Her anticipated Episcopal Consecration in 2027 follows a ministry leadership journey that has included ministry service, pastoral leadership, oversight, organizational leadership, and broader service within the Body of Christ.

While Bishop Designate reflects her formal ecclesiastical designation during this period, she is commonly known and addressed in ministry and community settings as Bishop-Elect Ann.

Kingdom Life Outreach Center Ministries

As Founder and Executive Director of KLOC Ministries, Bishop-Elect Ann provides strategic and spiritual leadership to an organization whose identity is deeply rooted in community outreach and service.

Rather than focusing exclusively on traditional congregational growth, KLOC Ministries seeks to bring ministry into communities by connecting spiritual care with practical resources, education, advocacy, relationship-building, and collaborative service.

Bishop-Elect Ann works alongside pastors, elders, ministers, ministry leaders, community organizations, civic stakeholders, and collaborative partners to create opportunities that strengthen individuals, families, and communities. Her leadership role is centered on establishing vision, cultivating relationships, developing leaders, and creating the conditions necessary for ministry teams and community partners to serve effectively. KLOC Ministries' evolving outreach includes initiatives addressing spiritual development, health and wellness, food and resource access, re-entry, life skills, violence prevention, women's support and development, fellowship, education, community engagement, and other practical needs.

Among its signature outreach efforts is the Put Your Guns Down and Lift Your Hands Up Movement, founded by Bishop-Elect Ann to promote peace, violence prevention, healing, empowerment, positive expression, and stronger communities. The initiative uses community engagement and creative expression to encourage individuals to discover constructive alternatives, develop their gifts, build positive relationships, and contribute meaningfully to their communities.

Through KLOC Ministries, Bishop-Elect Ann's outreach extends beyond traditional church settings to meet people in the communities where they live, work, and gather. KLOC's approach emphasizes listening to community needs, building trusted relationships, and connecting individuals and families with opportunities, services, and resources.

Ministry Affiliations and Collaborative Relationships

Bishop-Elect Ann maintains ministry affiliations and collaborative relationships across the faith community. She serves under the spiritual covering of Archbishop Prelate Keith Wright of Liberty Fellowship International, Inc. She is also a member of Unity Life Christian Ministries, an interdenominational church in Suitland/Camp Springs, Maryland, under the leadership of Bishop Dr. Raymond Horton III.

Through a developing collaborative relationship, KLOC Ministries has been invited to utilize space at Unity Life Christian Ministries for ministry and outreach activities in Maryland. This opportunity expands KLOC's ability to serve communities while allowing both organizations to maintain their respective identities, leadership, governance, and ministry responsibilities.

Bishop-Elect Ann's broader relationships extend beyond traditional ministry settings. Her broader relationships include engagement with faith leaders, community organizations, civic stakeholders, service providers, and individuals from diverse backgrounds around shared community concerns.

Community Leadership, Peacebuilding and Service

Throughout her leadership journey, Bishop-Elect Ann's work has brought together faith and practical community service.

Her community work has included service to underserved communities and individuals facing barriers related to violence, re-entry, health and wellness, family stability, employment, personal development, and access to community resources.

Her work increasingly includes collaboration across communities and traditions, bringing together faith leaders, community organizations, service providers, civic stakeholders, and other partners around shared community concerns and opportunities for service.

In 2026, Liberty Fellowship International, Inc. presented Bishop-Elect Ann with its Kingdom Impact Award through an Episcopal Citation recognizing her sustained service, compassionate leadership, commitment to community, support of individuals and organizations, mentoring, outreach, pastoral care, stewardship, and contributions to strengthening both the spiritual and practical well-being of communities.

She was also recognized as a 2025 Ambassador for Peace, reflecting a growing dimension of her work centered on peacebuilding, relationship-building, service, and community empowerment. 

A Message of Love and Forgiveness

One of Bishop-Elect Ann's longstanding ministry messages is “Can You Pass the Love and Forgiveness Test?”

Grounded in Matthew 22:37–40, Mark 12:29–31, and Luke 10:26–27, the message emphasizes loving God and loving one's neighbor and challenges believers to demonstrate their faith through love, forgiveness, compassion, and service.

The message connects these biblical principles of love and forgiveness with compassion, service, and the practical work of reaching people and communities.
